Theory of the stupidity

While he was contemplating, Internet route, the debate in the Congress on the situation of the economy and was digesting the Shoemaker's speech, I remembered Carlo Maria Cipolla, Italian economic historian and his famous Theory of the Stupidity.
The group of the idiots, without rules, leaders or manifestoes manages to exercise a big effect with an incredible coordination, up to the point that Cipolla enumerates a list of fundamental laws of the stupidity:
1) Always and inevitably any of us underestimates the number of stupid individuals in circulation.
2) The probability of which a given person is stupid is independent from any other proper characteristic of the above mentioned person.
3) A person is stupid if it hurts to other persons or group of persons and she does not obtain any personal profit, or, even worse, damage being provoked herself in the process.
4) The person non-nitwits always underestimate the harmful potential of the stupid people; constantly they forget that in any moment, in any place and in any circumstance, to collaborate with stupid individuals constitutes invariably a costly error.
5) A stupid person is the type of person more dangerous who can exist.
Shoemaker was coming to this debate in the worst situation of his order, with the credibility under minimums and with the suspicion of the international markets that have put Spain in the point of view questioning his viability.
The Shoemaker's speech has been the same of last two years: dose of absurd optimism and without any base, "we are today better that yesterday", "the growth and the employment recover"...
Measurements?. None, skylight is. Neither nothing of adjustments, nor clippings of public expenditure, nor concisions on the reforms that the Government makes sure that it is going to carry out and that all the parliamentary groups, the international organisms, the most prestigious economists consider essential.
There neither has been, there nor is, there nor will be change, has said Shoemaker exemplifying the Cipolla theory on the stupidity.
It is more: there is no improvisation, but tidy fulfillment of the due plans, what terrifies us moreover and we already doubt that this individual is really in his complete ones. Conclusion: the suicide of the socialistic economic policy is a fruit of the improvisation, but product of a plan without fissure nor chinks to the ups and downs. In God we trust.
Shoemaker has announced, of course, the Fierabrás balsam for any problem that should arise: a commission presided by vice-president Salgado. I run saint's.
And Rajoy?, you will wonder. Since in his line. Expectant the whole world before his speech and to this alternative to the socialistic chaos that was going to offer the Spanish to go out of the crisis, and it proves, be amazed, that the above mentioned alternative spends why the Spanish socialist party replaces Shoemaker with another prime minister.
